You may be aware that Motorsport UK is moving towards an “electronic first” set of National Competition Rules (NCR) to replace the Blue Book. These are being trialled at a number of events this year to give the best opportunity for a smooth launch in 2025.

The NCRs present a new format concept, intended to present the regulated sport in a logical and structured way. The content is broadly the same but a huge amount of work has gone in to making sure there is consistency of terminology throughout the Rules and in making them a little clearer to read.

The draft text has been the subject of extensive specialist Committee consultation. Defunct regulations have been removed, text has been tidied and simplified wherever possible.

The real benefits should come in the future in terms of the ability to find content and filter down to the areas of interest to the reader. Each sporting discipline will be able to create what amounts to its own ‘yearbook’. This is achieved by combining the core Chapters 1 – 11 which apply universally, together with the relevant discipline Chapter – ie. 12 for Race, 13 for Rally, etc.

Rupert is Chair of SAMSC.

He has been involved in motorsport since 1994 (initially whilst studying at Edinburgh University). He has competed in Autotest, Navigational Rallies, Cross Country RTV Trials and Hill Rallies, and over the years he has done nearly all disciplines of the sport. He has organised many events and led the organising team which returned hill rallying to Scotland. He has also been involved in marshalling, radio, recovery, and rescue. He is Chair of Motorsport UK’s Cross-Country Committee and a member of the Motor Sports Council.
